I had a similar problem on my IH 2400A. It wouldn't run without the choke being pulled out about 3/4 way. The problem seems to be solved now.

What I did was pull the carburetor and thoroughly check everything. Two things could have been a problem. This is a Marvel-Schlabler carb. The ventura tube may not have been seated right. But the gasket holding the carburetor to the manifold looked suspect. I made a new gasket and used a file to be sure the surface was flat and clean on both the carb and manifold. Problem solved.

In short if you have to use the choke, you have a vacuum leak somewhere.
