Surge Brakes

I just found another trailer dealor in GA who has a $2,000 trailer with surge brakes($1,600 without). He says their better then electric because you don't need a controler in the cab - any truck will pull it. He also likes them because you don't have the problems associated with the electric wire (cutting etc) or conections to the truck. As they as safe as electric? I believe they are legal for a 10,000 non-comercial trailer. I heard that they are required on comercial trailers.
