Mike You didnt say what type of machine or wether the liftarms are down or up or what, BUT the first thing to check especially if its a Melroe Bobcat is to see that the safety lockouts located on either side of the cab right next to the operators calves while seated are stuck with mud or rust and debris. These lockouts are flatbar steel with white nylon tops that contact the safety bar that goes across your lap when you sit down. Make sure that they are free to move when the bar is up. If they are stuck in the up position the pedals will stay locked and the hydraulics will not operate. Good Luck
