You say the plugs won't fire? If you remove one and lay it against the head and crank it over do you see a spark? If no spark than don't yet worry about timing, worry about the spark - condenser and points would be my first check again then coil.

I myself would get rid of the points/condenser and get an electronic ignition. Very easy to install and no problems. Tractor will run great!!
