farmall-sputters under load

I have a farmall A it has run fine for three years after major restoration-When you run it in hot weather after an hour or so run time it will sputter as soon as you put any load on the engine such as letting out the clutch when pto is engaged or comming into some tall grass while mowing this tractor runs a magneto I thought it might be the governor or timing advanced to far but I put up with the problem all last summer...any suggestions has anyone seen this behavior before?
