Magneto won't ground out - A QUESTION ???

I've got a 4 cylinder Wico magneto here that will not ground out (using the external grounding post) when you want to stop the engine. I pulled the mag cap off and I see attatched to the inside of the grounding post (which is insulated from the mag case), there is the remnants of a wire (actually a thin flat metal strap) that once went somewhere but has burned off. I cannot tell where it went to. This is obviously why I couldn't ground out the ignition system to stop the tractor engine. My question is, where is this wire (strap) supposed to go to on the inside of the mag so I can ground out the ignition?
