If I were told that I could not use the tractor in cold weather -in Wisconsin no less!! - I would be on the phone to everybody I could get to listen. Governor, state's attorney general, EPA officials, consumer affairs office, and a lemon law attorney. I would also put a call in to the zone service representative or manager about it.
Back when I worked in dealerships many years ago, I had tried to blame some problems on extreme weather. The answer I got back from the factory rep was that the car was built to be used anywhere from Alaska to Death Valley. It was also tested under extreme conditions to confirm that it was up to the job.
My not so humble opinion is that your dealer lied to you about using it in the cold to cover his own butt.
