Ran into a fellow a while back who used a power steering pump to run the hydraulics for his snowplow on his truck. As I remember, a power steering pump is an on-demand system. So all you need is a power supply, such as a lawn mower engine, a control valve, and associated hoses. If your cylinder is high capacity, you may want a reservoir for more fluid. This is pretty crude, but ideas to get the ball rolling!
