Your tractor has a "Live" PTO, clutch half down stops forward movement, clutch fully down stops Power Take Off shaft and hydraulics. If you look at the clevis where the linkage goes into the clutch housing you will find it has two positions, yours is in the rear most one. Move it into the front position.You only need it in the rear position when using PTO driven implements.
