You would be better off still using the grass seed box for the clover. It does not need to be very deep. So even without the tubes the openers will work the ground enough that the clover will germinate. Run the oats in the main box. They are not as sensitive to planting depth. The clover planted too deep will not come up.
As for the opener depth. The easiest is to use depth stop collars on the cylinder. Then you would be able to get the same depth after each turn.
What the other poster meant about the cylinder. The way you have it mounted it mover the main body when it is operated. This rubs the hoses and such. Turn it around so the main body is anchored and just the ram moves.
Set of depth stop collars. Usually they cost around $15. Most Farm supply stores keep them.
