TO-30 MF HELP!

Hi
We just got a MF TO-30 and are wondering if the 3pt hitch is working right. When we lift it up it won't stay in position when the rotary mower is engaged (PTO), but it will stay up with the mower disengaged. This makes turning with the mower running very hard because it won't stay up while turning the tractor. Is this normal. I know it's not supposed to be a live PTO.
