I agree with the barrel spout. The little brazed foot fits inside the opening. The screw tightens the spout against the barrel head. Rope gasket goes in the groove. It would have to be for a barrel small enough to stand upright. You'd make a terrible mess trying to get that rigged in a barrel of molasses if you couldn't stand the barrel up. And the only way to stop the flow would be to stand the barrel up.
Just a guess that I would not have thought of if it weren't already suggested by others.
