Paint Removal

I've got a pedal tractor that im trying to remove the paint. I tried sandblasting it, didn't work at all, i used a wire brush, and that worked, but was an awful lot of work and it got real hot, basically just smeared the paint out of the way. Any suggestions?, i really don't wanna use paint stripper if i don't have to, afraid it will affect the finish when i paint it, you never know if it's all off or not, thanks.
