No, you are not alone in this complaint. I experience the same thing every time I'm on the road at night.
The tail lights don't bother me, it's the blinding headlights, both oncoming and behind.
It appears there is no longer any enforcement of headlight regulations or failure to dim.
Displaying any retaliation is a good way to provoke even worse behavior! When someone fails to dim oncoming, I just try to not look directly into the lights, find some ground reference, like the lane marking stripe until it gets by. When one gets behind me I will gently slow down, move to the right, and make them go around me.
In the meantime, the most effective measure we can take is to write to your local House Representative.
Usually the most effective way to get a message through is to fax or mail a hand written letter. Keep it short, polite, and to the point, make it look acceptable.
