Not sure why it is the fault of the policemen. It is the responsibility of the operator to ensure the machine is run in a proper and safe manner. Unless the officers were drawing down on the operator, or shouting at him, or trying to drag him off the machine (none of which appears to have happened), it is ludicrous to blame law enforcement. It is also the responsibility of the operator to ensure the machine is operated in a manner that ensures no property is damaged in its operation. "Little holes" quickly become big holes.
