Don't try pulling it to break it loose. Remove the valve cover and check for stuck valves. Also works good to remove the ex pipe and carb. and fill through those openings until clear full. If you can get the valves freed up then I'd remove flywheel cover and chain a bar to the flywheel or wrap a come along cable around flywheel and hook other end on drawbar frame or front frame which ever way you want to turn it first. Good luck. I've freed up a lot of them.
