The limiter caps can normally be removed with needlenose pliers or the like, but do it carefully. The jet may or may not have a standard slotted head under the cap.
As far as the saw running fast, like the others said, that's classic sign of an air leak. Check the carb attachment and make sure it's tight, that the boot or block isn't cracked or torn, that the jug is on tight. If it still seems like an air leak it might be best to get it to a shop that can test it properly.
