In my case, I sometimes ride a bike on the road though I greatly prefer mountain trails. I have 4 road licensed vehicles and pay license fees and all sorts of taxes including fuel tax. I figure I'm paying my share for any use of bikes lanes or paths that our local government establishes. I suspect that the majority of cyclists one sees on the road also own motor vehicles and likewise are paying license fees and taxes.
Be glad that your government is putting in bike lanes and paths. Should help minimize any inconvenience incurred from having to slow a bit to pass someone traveling in a very environmentally sound manner.
I won't defend the behavior of those cyclists that do not obey traffic signs etc. Just the same, there are plenty of drivers that do not obey the rules too.
