Scrape off the loose rust, build it up a couple layers, trim and grind the edges.
I bought a couple of used Ferguson head light cans, one was rusted through in a few places, looked like it had laid outside for a while. I glassed it up on the inside and the damaged area outside, sanded it down and painted it. Can't even tell.
