Some basic rules:Like JD seller said you have to cut to the bottom of the potholes, filling is good for just two rain events. You need a good crown: at least 6%, more if the other users will go with it. Without a good crown potholes will appear with just 6-8 vehicle passes. You need some workable but bindable material. I suggest 1.5 inch crushed gravel. Like JD seller said a box blade is 1/2 inch at a pass. Do you have that much time? for this sized job you may need to step up to a heavier wider blade and more power/weight to pull it. When you get into it if your blade is pulling up big boulders, you need to add material. The roadway needs to have adequate strength material under it. to stand up to trucks. The base material will not be stable if there is any amount of moisture in it. If you have water pooling on the high side the base will be unstable so you will need ditches and culverts.
