Blue headlights are already illegal in all states on MOST cars. The only way they are legal is if you have a high end car that came with HID headlights from the factory. Aftermarket kits to upgrade to HID lights are illegal for on road use. It is a product sold for off road use being used in on road vehicles because law enforcement does not enforce the law. Just like tinted windows. Illegal but not enforced.
