A chain or strap over the top of a tractor would be pretty hard on the bodywork, and pretty useless. Unless you've got a junker with a floppy hood, there is no need or requirement for a strap over the top.
Properly applied chains/binders have enough of a downward component to them to hold the machine to the trailer.
