I used a piece of .250" steel round stock and ground a hook feature on the end of it. I threaded the opposite end of the rod for a nut which would allow me to use the steel round stock rod as a slide hammer. The bearing shell you are trying to remove has inward facing flanges on both ends. Since the bearing has needles missing, you will be able to hook the flange and pull it from the casting. I replaced both needle bearings with bronze bushings. The needle bearings had worn deep grooves in the governor shaft so I made a replacement shaft and welded it to the governor arm after removing the bad one. The book calls for a felt washer at the top of the casting. I used a .750" OD X .250" ID single lip seal which I purchased from the McMaster Carr Industrial supply catalog. The photo shows the new shaft being clocked correctly before welding. I hope this helps.
