If it was gone, or had appearance that it had been cut or punched, I would be more concerned.
If you had a means of accurately weighing and measuring it, DEF should weigh 9 lb. per gallon, where water is 8.34.
Not sure what would happen if tap water were put in the system, it would probably just set the light until it was drained and replaced.
As for Walmart, or any business, returning return goods to the shelf, yes, that is common practice. I seriously doubt that the seal would be checked.
In fact, I did buy a bicycle tube at Walmart once, opened it up, had a used tube carefully folded and returned to the box. I just trashed it, wasn't worth the trouble of convincing them what happened.
