If he is posting from a Mac it uses a weird character set and not all software translates it the same. There may be other setups that do the same on non-Macs as well.
As to the safety police simply disregard them. At least one aircraft factory here doesn't call for steel toes either. Too many toes sheared off by the "safety feature" when something falls on the shoe. They do wear good leather though.
