Too many variables and not enough info.
Could be because of rules imposed by insurance for all "drivers" or people who drive as part of a job description.
Union company? Could because of union rules. Long time friend of mine works for a union construction company as a grader operator. He will get in trouble if he gets off the machine to move a traffic cone 1 foot because of the union.
Could just be company policy either for employee safety, keeping the payroll down or some decision making just isn't familiar with the laws.
