Your beginning reminds me of a local situation long ago now. Woman had come in complaining about assessment being way too high. The then supervisor was the assessor as well. She was ranting for quite some time. Supervisor got out his checkbook and told her he'd write her a check right now for the assessed value. She said NO, it's worth way more. To which he replied "then your assessment isn't too high is it?". She settled right down, kind of like a Miranda warning, "anything you say can and will....".
