I'm sure your buddy has done his homework and knows that the antique car market from the 20's and into the 30's is on a downhill slide for prices. OK, some stuff is still around that guys want for rodding, not sure a late 20's Dodge fits that category and he likely isn't going to do that anyways. I'm sure he won't let sentimentality cloud his judgement when it comes to buying the car at a reasonable price. Car looks pretty decent and I'm sure engine parts are readily available, or a replacement engine.
