I had a 95 F-350 with E4OD, we went thru a few transmissions because of various reasons.
The two transmission shops I did business with would only install factory Ford solenoid packs, claimed they had to many problems with aftermarket solenoid packs.
My nephew had a similar lock up issue a few months ago, convertor locked as he was stopping at a red light, nearly pushed him into the intersection.
He claimed the torque convertor was broke causing it to lockup intermittently.
Not sure if they made a change between 95-96 or 96-97 but there's a difference in the wiring or valve bodies (don't remember now).
We learned that the hard way after installing a used 97 trans in my 95 truck.
On going issues with automatic transmissions is why I have a manual trans today.
