With the air cleaner tube off, pull the choke, see if it closes completely.
Could be out of adjustment.
Also, some choke plates have a spring loaded bypass valve. If it has that feature, be sure it is working. Should be held closed with a weak spring.
Weak spark can also cause poor starting. Be sure everything is right, especially if it is still 6 volt. Typical problems are worn starter bushings, too small (automotive type) battery cables, low/bad battery, charging system not working as it should, or poorly tuned.
