Tim S has it right. I run into these rusted away all of the time on chore tractors. They get manure throw up there and they rust.
Take a flat punch and hit it right square in the end of the flare before you do anything else. I mean right like you where trying to drive it back into the housing. This will help free up the oring surface. Then just like Tim said take a reverse spiral easy out and put it right in the center hole in the fitting. IF you try that without shaking it loose you may twist off the easy out. So hit it HARD with that punch. Once it is loose you can turn it out with your fingers. Then just replace it with a new one.
After you install the fitting and line, I take paint an a brush and cover it heavy with paint. That will help seal it against rusting again so quick. I use what ever color I have handy.
