I have no idea, never asked to have one checked for a chip. Did you say the dog went through a shelter?? Maybe they would be of some help establishing ownership, maybe ask that the record of the chip be changed. Most of the shelters I have heard of would not be appreciative of an animal they put effort into keeping and finding a home being dumped. Call the vet to confirm he would verify the story and then call the shelter and give them the details and ask them what the best next step is. There are laws pertaining to abandonment of animals, as strong a case as someone might have because of what the chip says regarding ownership..........the details, as you have presented them, seem pretty strong that the chip is telling who abandoned the dog.
