Possibly that new battery is not fully charged, or possibly the starter drive is jammed into the ring gear of the flywheel. Get a wrench, loosen the starter mounting bolts and pull the starter out of the hole a little way. You don't need to remove it. Just pull it back a ways. Listen for a "click", and then reinstall the starter. If that is the problem, you should now be good to go.
