You might be able to get the rope out.
Try dropping all the main caps, tie the clutch down, see if you can wiggle the crank down just a little. Then you can get hold of the end of the rope seal and pull it out. There used to be a cork screw type puller just for that, but good luck finding one now.
Once the old seal is out the replacement seal will roll in easily with some oil. Be sure to put just a little sealer under the cap at the ends of the seal.
