Not surprised, a few years ago I was at the Dresser plant in Bradford PA. and there was a truck in town to pick up pipe couplings from the Dresser plant, it came from Mexico, non working windshield wipers, wire showing in the tires, broken and missing lights, they tied their load down mostly with rope they had with, I asked them about "insurance", and they said it was okay, they weren't "sick".
After they left I talked to the guys on the loading dock, they said this was common, since about 2008, some rules were apparently changed so our regulations didn't apply to them, saw similar things in Southern California, I wouldn't be surprised if Mexican trucking "companies" keep moving in, I'm sure glad I got out of that racket when I did, as several others have said the only ones making money are the ones selling the trucks, a guy I grew up with has been an OO since high school, he has done well, but I doubt he could start over and accomplish what he did now.
