In CA you can take your CDL test in Spanish (I don't think you can do it in any other foreign language).
I purchased a load of sack concrete that arrived on a flat bed, driven by a migrant who did not speak English in a rig that had no plates, no CA number, no DOT or ICC, no name on the side, no ID marks of any kind, he was a poor driver scared to take the truck a short distance down a flat slightly curved road.
