Top picture is the way you measure a rim, you measure where the bead seats, not the outside edge of the rim. New rims the difference is closer to 1/2" per side of rim but the older rims were an inch or more. The rusty rim is a 10" and that is what is sold for replacement on the N series Ford that orignally had a 9" rim for a 10-12.4 tire but most have been replaced with the 13.4 that the tractor should have had when new. When they measure with the tool on the outside it is designed to take into consideration the bead mount thickness of the rim.
