There is no law that forces you to use a customs broker. People bring stuff across the Mexico and Canada border every day with out using one. But when you start importing from overseas; dealing with warehouse storage; having all the I's dotted and the T's crossed on the pile of paper work; and the fact that most that ship in threw sea ports are bringing in quantities that require bonding to make sure the feds get their customs payments; it sure makes it a lot easier to use a customs broker.
