If gas, there will be a pump in each tank. Select the rear tank, check for power to the pump. If there is power there, and no fuel pressure, the pump is bad
If diesel, a solenoid valve selects the tank. Follow the fuel lines, they will lead to the valve. The valve selects the tank and switches the gauge, I believe. Diagnosing the solenoid can be difficult without a wiring diagram, but typically, power to the valve selects the rear tank, remove power for the main tank. Just be careful and aware, the gauge wiring is also in the harness.
Possibly the tank is full is why the gauge pegs full. Or there could be a broken wire, shorted wire, bad sending unit.
