It takes some doing to setup the carb and governor , there are pages of text, drawing and images in the operator's manual. The instructions are 1950's thinking for max power instead of a little bit leaner for cleaner more efficient operation with less pollution up the stack.
As previously stated thick dirty oil in the air cleaner or plugged air cleaner mesh or stack will make the engine operate rich.
If some goof removed the thermostat the engine will be set rich to compensate for being too cold.
