What you are calling a "filter" appears to be a remote oil reservoir for the pump.
There wouldn't be room for the reservist in it's original location attached to the top of the pump so an adapter has been fabricated to attach a hose where the reservoir originally was, then another block was fabbed to attach the hose to the relocated reservoir. That being said, there MAY be a filter inside that reservoir, but the primary purpose of it is oil storage.
Troubleshooting would consist of connecting a flowrater between the pump and torque generator and checking for free flow while NOT steering, and then for pressure while attempting to steer and loading the system.
I would GUESS oil flow while not steering should be 4-7 gallons per minute and pressure should build to between probably 750 and 100 PSI while attempting to steer.
