"Hate crimes" are about more than just skin tone. It can be se xual ID (or whatever the latest word is), religion, biological s ex, ethnicity, creed, etc. The mitigating factor appears to be that in the vast majority of cases the "hate crime" label tends to be applied to perpetrators who are white and male. There have been several notable crimes making the news that were clearly "hate crimes" that were not prosecuted as such because the actor was not white, not male, etc. This is why the idea of "hate" being involved in the intent of a crime is flawed. The parameters are not applied equally at all.
