I have not had any experience with the newer Generac units, but have with the older ones and with Onans from where I used to work. The leaver you are referring to on them was a manual throw in case the automatic circuits failed. On some it followed the switch position, and on some it stayed in a center position, but the control circuits were supposed to be off before moving it. The manual for the transfer switch should have info about it, if not get the model number of the switch and go to the Generac sight.
