New laws state that if the owner is deemed negligent, meaning his livestock is continually getting out after warnings, he can indeed be held liable. Means you need to have your fences up to snuff. Lots of people let their fences get run down and never work on them, or just patch enough to get by. My neighbor is one. People are always stopping and telling me my cows are out, which is his actually. Good fences make good neighbors can mean more than one thing. When I was younger my Dad had right at 250 momma cows. We had close to 1000 acres of pasture. Fixing fence was all I thought there was to the world until I got out on my own..lol
