Part of your problem finding information here here is that it's an IH INDUSTRIAL tractor, not a farm tractor.
That portion of the business went to Dresser, then Komatsu. A CaseIH dealer won't be of much help, but unfortunately a Komatsu-Dresser dealer won't either because those machines are so old, and produced in limited quantities.
You definitely need some sort of fuel filtration system, and to at least see if it will run, you could hook up a temporary tank mounted above the engine.
