Wow, I think this is a great question and I am anxious to see what you get. Of course the level of things to check can vary from everything you can find in the technical manual to just fix obvious issues. I will approach this from what I would call a utilitarian level. Here is my cut at it":

1. Take a sample of the engine oil and send it in for analysis. This should direct you towards less obvious issues.
2. Take a sample of the hydraulic/transmission oil and send it in for analysis.
3. Trace down and fix all oil leaks. This alone could generate quite a list of things to check as you go.
4. How is the traction clutch? I will add here check drawbar parts and 3pt parts. Replace/free them up if needed.
5. How is the PTO clutch and PTO brake.
6. How is the radiator? Should it be flushed/replaired? Replace cap. Does the water pump leak or have excessive bearing play.
7. How is the fuel tank. I suggest you drain it and clean it. Replace cap.
8. Replace the harmonic pulley at the front of the crankshaft. Check fan belt.
9. How about the front/main hydraulic pump, does it make unusual or excessive noise.
10. Check the pressure of the hydraulic system. The tech manual also has a test for the transmission pump.
11. Straighten/repair all sheet metal.
12. How are the brakes? Do they chatter a lot? Replace.
13. Check rear axle bearings and seals.
14. How about the load shaft. If it has not had new seals in a long time it might be a good thing to replace the seals and shaft while you are at it. It depends on how proactive you want to be. This could of been part of #3 above.
15. SCV's, same as above.
16. Do the 3 pt arms settle. My understanding is there is a check valve in the transmission near the transmission pump that controls this.
17. How well does the operator seat work? Rebuild.
18. Do all the gauges work? Does the fuel sender work? I would suggest a separate ground from the sender back to the gauge area.
19. Inspect the wiring condition. It can be a fire hazard if original. Agri-Services makes great wiring harnesses.
20. Do the lights work? Repair/replace and run separate grounds on each fender back to the transmission chassis.
21. Tires? Front wheel Bearings/Seals? I will add here all front end steering parts check for excessive wear including center pins.
22. Compression? I have never done this on a diesel but I understand there is a means/tools to do this.
23. Rebuild injection pump and injectors if it does not start well at cold temperatures or the tractor just does not run well.
24. Obviously put in all new filters and fluids, including air cleaner.
25. Check Hydraulic oil prescreen. This might also tell you something about the brakes.
26. When you replace the hydraulic filter cut it apart and inspect for the amount of metal particles.
27. I feel I am short on evaluating the engine in this list. Others might have some good things to check. You might want to remove the pan, check bearings, pressurize coolant system and check for leaks in the lower section. Again, others might have more insightful comments here.
28. Same on the transmission, others might have some more insightful comments. I have a 2520 that has a noisy transmission and failed the oil sample test. It is on my list to go through the transmission. Check the linkages for wear and repair/replace. I have much to learn in this area yet.
29. Steering motor and steering valves, unless leaking or mal-functioning I would leave alone. Maybe Tim S would have some good tests.
30. Well, I will think of more later, but I suggest you get the tech manual and look through it. You will find other things to check if you want to go that deep.

There, how's that for a start. I am hoping others add some good aha's or insights.

Paul

Today's Featured Article - Seeing an Old Friend - by Joe Evans. Dad had a concrete contracting business starting in 1960. One of his first pieces of equipment was a Ferguson TO-35 with a Davis loader. Dad replaced the TO-35 with a MF 202 Workbull, essentially an industrialized Ferguson 35 I am told. Dad bought the 202 new in 1962, and I recall quite clearly going to the dealer with him to sign for it. ... [Read Article]
