Gas caps are prone to leaking from sloshing fuel and weak cap dogs and bent tank flanges. The best gaskets are Buna-N based material or Neoprene. Cork seems to fail from the start. Look at the tank flanges for bent cam lips and flatness of the seal surface. IH is still replacing caps on Farmalls for that reason. In addition, the short caps may have little or no baffling in the dome of the cap letting slosh get to the vent hole. More modern tanks have a baffle or DIP tub in the neck to limit slosh at the cap.
