In order to sell it as working, you need to find a way to put it under power.
Do you have any connections with a shop that would let you pick it up with a forklift and temporary it to power? Then actually lift something with it to prove it will lift.
Then you could put it on Ebay or Craigs List as a "working hoist" and sell it with good conscience. I doubt you would get near the new price, but maybe $1500-2000 might happen.
Otherwise it won't bring much not knowing if it works.
