First off front mount distributor or side mount can make a difference as to what maybe wrong.
Think it has spark well check that when it will not start. Make sure it ha a good blue/white spark tha twill jump a 1/4 inch gap or more when trying to start it. If it is a front mount try a hot wire from the battery ignition side to the coil and it is starts good chance the resister the came with it from the factory is going bad and has high ohms
You say appears to be fuel. Pull the carb drain plug and make sure you have a good stead flow of gas that will fill a pint jar in under 3 minutes. Also try holding your hand over the air intake and try to start it. You should feel a good suction and also get a gas covered hand. Shoot it might even try to start if you do that
