The three valves on my400 control A vertical cylinder mounted to the frame and the fast hitch arms. A horizontal cylinder below the brake pedals which controls a pivot at the front of the fast hitch frame.This cylinder may be locked in place by a pin or bolt The third lever leads to connectors for a remote cylinder. If none are working, make sure you have fluid up to the full mark in the reservoir
